Professional Experience


Patricio M. Martínez Dávila, based in our Monterrey office,  is experienced in litigation and consulting services in tax and foreign trade affairs; providing legal advice in audit proceedings performed by the Tax Administration Service and the State Treasury; planning and implementation of legal strategies to challenge tax credits; elaboration and follow-up of constitutional trials against tax and customs laws; anti-dumping proceedings before the Ministry of Economy; and structuring international operations carried out under free trade agreements signed by Mexico and/or the promotional programs available for the importation of goods destined to Mexico.

By providing strategic consulting services in tax and international law affairs, Patricio guides multinational companies through complex business challenges in Mexico, seeking to optimize opportunities and minimize risks by offering companies solutions that will reduce production and operating costs related to foreign trade operations, ensuring companies efficiency in performing domestic and international transactions.

The foregoing, with a focus on operations carried out in Mexican territory, as well as those performed under the applicable free trade agreements, includes analyzing the import and export mechanisms applicable to the different customs regimes to minimize tax and customs risks.

Prior joining Monarch, Patricio served as Senior Supervisor in the International Trade and Customs practice of KPMG Cardenas Dosal S.C., for which his main duties included legal advisory work in International Trade and Customs matters, audit and litigation before tax and judicial authorities, as well as specialized consulting in Foreign Investment in Mexico.

Additionally, as an intern working for the Federal Court of Administrative Justice, and later as a Tax Administration Service Official, he gained extensive experience in judicial procedures, legal strategies, and audit processes on tax and customs affairs.
